Background
The AES Southland System Impact Studies aimed to explore alternatives for repowering the existing 4,200 MW Once Through Cooling (OTC) units across three sites in the Western LA Basin area by 2020. Undertaking a Due Diligence initiative, EPE played a pivotal role in conducting steady state and short circuit (SCD) analyses for various scenarios, providing indicative material for the Testimony presented to the California Public Utilities Commission (CPUC).
Challenge
Repowering the OTC units posed multifaceted challenges, necessitating a profound understanding of steady-state and short circuit analyses. Additionally, navigating the California Independent System Operator (CAISO) interconnection process and staying informed about updates in the Generator Interconnection Agreement (GIA) processes, CAISO protocols, and tariffs presented substantial challenges.
Approach
EPE's plan involved meticulous analyses, including steady-state and short-circuit evaluations, to inform decision-making regarding repowering alternatives. Simultaneously, EPE guided AES Southland through the intricate CAISO interconnection process, ensuring compliance with protocols and tariffs.
The collaboration would facilitate the preparation of Testimony for CPUC, presenting essential insights and information derived from the analyses.
