Following FERC Order 2023, utilities are systematically migrating from a serial interconnection study approach to a cluster interconnection study approach. Many utilities across the west have opened or are preparing to open their respective 2025-2026 Generation Interconnection Request Submittal Window. These windows provide a once a year, and in some cases a once in a multiple-year, opportunity to seek interconnection of new resources that will be needed to satisfy the extensive load growth demand anticipated in the coming years.
The table below provides a list of Cluster Window openings corresponding to three utilities:
Windows can be open from as little as 15 to 45 days depending on the utility. For CLFP, NV Energy, and Tri-State, the windows are slated for 45 days. Interconnection Request requirements for these three utilities are summarized below:
Note the requirements of electromagnetic transient (EMT) models as part of the Interconnection Request data package submittal. Where these models are required, development can take significant time, which may extend beyond the 45-day window duration if the efforts are not commenced at the onset of the opening of the window.
