CAISO's Cluster 16 cycle is introducing tighter scrutiny in areas that have historically been lower-risk for developers. There are two changes in particular that will be worth flagging early.
Previously, demonstrating site control through the study process was sufficient to maintain queue position. Under Cluster 16, that requirement now extends all the way through Commercial Operation Date.
This is a material shift in risk profile: a site control gap that once might have drawn a procedural flag can now be disqualifying. Rather than assuming study-phase compliance is sufficient for the full interconnection lifecycle, project developers should audit their site control documentation and timelines now.
Commercial readiness criteria, including load-serving entity support and demonstrated project viability, are playing a significantly larger role in this cluster than in prior cycles. Projects that may have cleared commercial readiness thresholds comfortably in earlier clusters should not assume the same outcome this cycle. A fresh look at how a project's commercial position holds up under the revised weighting is warranted.
Both issues are the kind of thing that can surface late and derail an otherwise strong queue position. Given the compressed nature of interconnection cycles, early diagnosis matters.
Although October 8 is the official recommended submission target, EPE always recommends submitting as soon as the window opens.
EPE is currently taking on Cluster 16 technical reviews and is filling remaining capacity, with a cutoff for new work on September 25. Furthermore, the Wholesale Distribution Access Tariff (WDAT) window for projects in Cluster 16 opened on September 11 and closes on September 25.
