ERCOT Interconnection in the Wake of the One Big Beautiful Bill Act (OBBBA)

By Carlos Matar

With OBBBA now signed into law, the ERCOT development landscape is shifting under new federal priorities. Incentives tied to renewable energy deployment are creating a clear, time-sensitive window of opportunity – one that demands precision, not panic. For developers, the path forward is not about reacting quickly, but about being strategically ready. Projects that align technical progress with legislative timing will be best positioned to capture the full value of these incentives.

Interconnection Readiness Is Now Strategic

To qualify for the full Investment and Production Tax Credits (ITC/PTC), projects must meet specific construction and placed-in-service deadlines. That means interconnection readiness is no longer a back-end task; it is a strategic priority.

Securing an executed Interconnection Agreement (IA) is a key milestone. It enables the Notice to Proceed (NTP) with the Transmission Service Provider (TSP), which in turn triggers the design, procurement, and construction of the Transmission Interconnection Facilities (TIF). In short: the IA is the gateway to momentum.

Shortened Timelines Demand Precision Execution

For projects that have experienced delays or are not progressing through the queue as expected, this is the moment to reassess. We are working with clients to evaluate project status, re-sequence workstreams, and implement technical updates that align with both legislative and market timelines, without compromising quality or compliance.

Generation Interconnection Support in an OBBBA-Driven Environment

Our Generation Interconnection (GI) team is working shoulder-to-shoulder with ERCOT developers to advance interconnection readiness with clarity and speed. We offer full-spectrum support, including:

  • ERCOT FIS Interconnection Applications: Crafting targeted approaches to position your project for a timely IA, while navigating queue dynamics and milestone dependencies.
  • PSS®E Model Quality Testing and Tuning: Delivering validation-ready models based on your selected inverter/turbine and Power Plant Controller (PPC), aligned with ERCOT’s evolving Dynamic requirements, ensuring stability studies are not delayed due to modeling gaps.
  • FIS Material and Model Updates: Supporting project changes with precision, whether resizing, redesigning, or updating technology, and preparing for ERCOT resubmittals.
  • Quarterly Stability Assessment (QSA) Support: Including PSCAD model development, PSCAD Model Quality Testing (MQT), reactive power compensation studies, and Planning Model Data.
  • Full Registration Task Support: Helping clients reach the Production Load Date (PLD) milestone and secure site energization approval, paving the way for commissioning and COD.

Staying Grounded in Engineering, Focused on Opportunity

At EPE, we stay grounded in what we do best: Helping clients move smartly and decisively in complex grid environments. We enable projects that support a reliable, resilient, affordable, and flexible grid. Our consultative approach helps developers:

  • Reassess their project status in the queue
  • Identify acceleration opportunities
  • Align technical and procurement milestones with legislative deadlines

Whether you are entering the FIS process, undergoing a redesign, or preparing for energization, we are here to keep your project moving forward clearly and confidently.
