NERC Releases Updated Guidance on GO/GOP Registration

On July 14, 2025, NERC hosted an informational webinar outlining the updated registration process for Category 2 Generator Owners (GO) and Generator Operators (GOP) operating Inverter-Based Resources (IBRs). This new guidance applies to owners and operators of non-Bulk Electric Systems (non-BES) facilities with an aggregate nameplate capacity of ≥20 MVA connected at ≥60 kV. These entities will be required to register with NERC and comply with applicable Reliability Standards, by May 15, 2026 

During the session, NERC introduced enhancements to the Centralized Organization and Registration ERO System (CORES). These updates allow entities to clearly distinguish between Category 1 and Category 2 GOs and GOPs during registration. The webinar also included a walkthrough of the revised registration form to ensure proper submission. Watch the recorded webinar here.

The official launch date for these changes is August 1, 2025. Following that date, each Regional Entity will begin notifying both new and existing entities when to start submitting their registration requests through CORES.
