The California ISO (CAISO) recently launched its 2023 Interconnection Process Enhancements (IPE) initiative to make improvements to the current generation interconnection and transmission planning processes. According to CAISO, “The 2023 Interconnection Process Enhancements initiative is part of a larger set of foundational framework improvements being coordinated among the California Public Utilities Commission (CPUC), the California Energy Commission (CEC), and the ISO.”
205 projects are proceeding into Cluster 14 Phase II. The large number of projects has made it very difficult for the California Participating Transmission Owners (PTOs) and CAISO to meet the current Supercluster timeline.
Based on a survey recently performed by the ISO with developers, the results demonstrated that the size of Cluster 15 (C15) is expected to be similar to the size of the C14 Supercluster:

At this time, the ISO expects that these modifications will be in place when the C15 studies resume, so that they can be applied to these studies. For more information, read the full 2023 IPE Issue Paper and Straw Proposal.
As it currently stands, the C15 interconnection request window is scheduled for April 3 – April 17. Electric Power Engineers will continue to monitor the situation and provide updates if changes occur.
